Synchronization failed in ntp

At the time ntp server is installed , an empty file is created called /etc/ntp.conf on the client side.
Remove the file and it will start working fine.
Because /usr/sbin/ntpdate-debain script on server assumed that you had full NTP server installed that wasn't and fetched the list of servers from it.
That's why it does not synchronise the time with the server.
